Cindy...You can clean it then paint
Check out a new product "30 seconds". I just picked some up and am going to see how well it works on my walkway. "Wet & Forget Outdoor" is another no scrub cleaning option for concrete that will bring is slowly back to it's original look, as well as help keep the elements' effects at bay. Then you can leave or paint.
There are so many cool ways to update a bird bath. Dollar Store sells really pretty glass stones that are round and flat. You could glue these with an epoxy glue or E-6000 to the base of the birdbath to give it a pop of color and cover any cracks. A beautiful blue would look great. You could also paint it and if it is cracked use a crackle finish paint to blend!
If it needs repairs, then fix it with a concrete repair mix and the use epoxy paint to cover the surface to make it more water resistant.
