Is this for inside or outside? You could adapt chain link fence pipe and connectors or threaded galvanized pipe to make a removable railing. You could make it in sections so it would not be too heavy. You can buy pre-assembled railing, but it is expensive. Another approach would be to build it like a fence out of wood with 2x4's. Boat dock hardware could also be adapted to make it steady, but still be removable.

If it was me, I would put a hand rail on the wall side that is firmly anchored to the 2 x 4 studs behind the wall and let that be the stair rail. Otherwise you would have to drill holes down in the edge of the stairs to anchor a section at a time onto the outside stairway. You would also need 4 x 4 posts along the way to secure the rail. You might put in sections between 4 x 4 but then the 4 x4 posts would have to be permanent. Hope this helps Curt.
