Hi there, Go to craft shop and acquire some cane and a tuition book.
Is this basket of sentimental value,an family heirloom, antique? Have you ever made a basket? repairing one is much more complicated than just making one.if not...honest opinion just buy a new one the work involved isnt worth it & the cost of supplies-well you could buy several baskets or at least make yourself a new one. However you can still try https://www.tubeszone.com/videos/how-to-repair-wicker-basket-d16bf.html here's good info. how to make a basket http://www.jonsbushcraft.com/basicbasket.htm so you can get idea about process if you have never done any basket waeving. I'm a firm believer that anything can be accomplished so might be good project it's in pretty bad shape but not immpossible. this man is professional does it for a living http://www.hembrow.eu/repairs.html
Gail, I agree with Lynn... unless there is a special sentimental connection to this basket, I'd toss it and get a new one. ( Here are a few basket choices.) As a crafter, it's easy to get pulled into the 'vortex' of crafting, and not realize the cost and time really wasn't worth it in the end.
Hi Gail! It is a harder job than you would think, but here is some information for you. Good luck!

Hi Gail! I agree with Lynn as well. If it doesn't have a sentimental value buy a new one. I'm a caner myself and I know that repairing caning or weaving (which is what this basket is) is far more difficult that doing it 'fresh'.
Weaving is how/what you do when you make any baskets, chairs/furniture; caning is weaving. It's called mostly called caning because of the type of material you are using; plant canes not the leaves or the bark.Your basket seems to have both canes(thin strips) and either leaves or wood/bark(flat strips). Not saying it cannot be done anything can be learned you should try to make a basket first so you get the feel of what you are doing it will be easier a medium sized one will be easier than smaller. you need to soak your materials so they are pliable to use. I gave you a site to make a basket, try it, here it is again http://www.jonsbushcraft.com/basicbasket.htm you can also gather your own materials to use grasses, cattails, reeds, vines, willow tree. This is great site mostly talks about furniture but basketweaving is samething. https://www.wickerwoman.com/about-us here's video https://www.youtube.com/watch?v=mvO5gQ-LT7w main thing is have FUN
You can refer to how to repair at https://thanhcongcraft.com/how-to-repair-wicker-basket-restoring-beauty-and-functionality/
It has seen better days, if you are determined to keep it, I would sew a liner for it and have it drape over the sides.
If you want to start with fixing the actual basket, I would go to the library and find a "HOW TO" book.
You could try soaking it in hot water to get it soft and then reshape.
