I find rolling them the best. Either buy a over the door hanging rack for towels, or put into baskets. To roll put the two shorter ends together, then fold again if they are large. Then roll down.

I found that it depends on how deep the shelves are and where they are to determine where to place everything. My shelves are pretty narrow (12 inches) so I fold them in half long ways, then in half again, then fold them in thirds to get to the 12-inch size. I kept the hand towels in their pile. I kept the wash cloths in their pile. I found that since I have a larger bathroom, I placed the towels in built-in cubbies near the shower area, The Wash cloths are stored in the cabinet near the tub. And the hand towels are near the sink/vanity area. I hope this helps.
