Betty, if it is all metal, have you considered spray painting it? There is inexpensive spray paint made and labeled especially for metal. For less than $5 you can buy a can and the chair will look new.
Wipe it down. Sand with fine grit paper. Clean with TSP. Spray paint with a metal paint like RustOleum.
Sand it down to make it smooth and so the paint will stick, you don't need to take all the paint off, just the surface. Use sandpaper or a wire brush to take off any surface rust until it is smooth. Use a paint for metal, like Rustoleum to paint the metal chair, they come in many colors, textures and finishes now that should make the chair look wonderful.
Sand it down with a steel wool and paint solvent. Be sure to use vinyl gloves.
Spray paint would be a great option for a metal chair. Sand down any peeling paint or rust spots and use a spray paint with primer mixed into it!
