How do I take very outdated and rough walls and make them look good?

How about skim coating them?
Skim coat them
Do a faux finish. Skim coating is difficult I think. Hard to make smooth like a pro and is time consuming and very dusty, lots of sanding. If hired out, exspensive.
Use a good interior textured latex paint.....walls will look like stucco. Lowes sells it.
You could put 1/4 inch sheetrock on top of it.
Sometimes just a new layer of paint will change things and be the least expensive!
A fresh coat of white paint can make anything look better.
