Weed cloth, mulch.
First, thoroughly weed your flower bed to remove as many of the weeds as possible. Next, lay down a pre-emergent, such as Preen, in your flower beds and lawn. A pre-emergent will keep new weeds from growing from seeds. As an added precaution, add a plastic border to the edges of your flower bed.
Preen will help but it's not infallible. Mulch will help, too. But if you live near trees like I do, seedlings pop up constantly and so do volunteer seeds blowing in from other folks' gardens in the neighborhood - it's amazing what I've caught sprouting. So you have to be vigilant, pulling things up as soon as they pop up above your mulch, before the roots get too deep and you have to start digging them out! It's a pain in the neck but better to stay on top of weeding. Five minutes a day, 10 at the most, is what I give it - and I rotate around the beds in my house early mornings before it gets hot out in the summer and the Sun gets too high, in a never-ending pattern all spring/summer/autumn long. LOL! Be sure not to pull the weeds and then toss them on top of your mulch! Tuck them into a bag to toss in your trash or yard waste bin if you have separate collection for that.

Landscape fabric
I agree with Kathy, you never get rid of weeds without preventing the weed from getting sunlight. Landscape fabric works best if you get them weekly by the bushel. However if it is one or two a week, put a Pringles can over it and dig down into the soil 3 inches. It will die.
