I would organize in baskets/bins and label them. Labeling helps you know where everything goes

Stack toothpaste tubes in boxes, vertically and secure with rubber bands. Adjust shelf heights as warranted.
Stack pots and pans, measuring cups and spoons, etc., inside each other. Alternating the direction items are srored can free up space.
