Steam is the easiest way, or you can use a wet cloth to dampen the paper then peel it off.
You can also purchase a spray from the hardware store that you let soak in and then scrape off. This is what helped us. Good luck!
Since it's in the bathroom, have you tried to create a lot of steam with the shower running on really hot? And then use a scraper or a straight utility knife to help scrape it off of the wall.
Try using your blow dryer
Score the paper first. Then spray on diluted liquid fabric softener. Let it soak in a few minutes. Then scrape off.
I have the same problem with a border in my foyer. The paper peals right off but the backing and glue are not coming off. I've tried hot water and the wall paper remover from the hardware store but nothing will get it off. I'll try the fabric softener, if that doesn't work I may have to sand it off!
Steam is your answer and be prepared for this taking time. Please be careful as to not pull the paper off of your sheetrock!! Ladies, I use to hang wallpaper and paint. When you are hanging wall paper, prep your walls with the prep you can get at the store. I use to take fans to help it dry while I put paste on my wallpaper. Yes, I learned the hard way, just because it says pre-pasted, please, it doesn't always stick. I had to rehang an entire dining room once, and I started pasting my paper as well.
