How do I update a women's restroom at a warehouse?
I have a very small budget but would like to update the women's restroom for my staff. They work very hard and would like a nice space for them that is tranquil. The counter top is a light blue and floor is a colonial blue tile and the walls are a butter yellow cinder block. So ugly!

Since you are on a low budget , paint the yellow cinder block white , that will brighten things , maybe consider stenciling the floor , with a pattern. Put a basket on the counter , with some toiletries, like hand lotion , deodorant, tissue, mouthwash., bottle of advil..
Hang some posters of a serene scene , or with a of strength and encouragement
Have you thought about painting the cinder block and counter top a nice crisp white, stenciling the walls with a nice pattern (maybe the color of the floor, put some scented soaps (for hand washing) and maybe faux flowers. (can you tell i love a good - inexpensive - redo!! good luck.
Without being able to see it ….. I would paint the walls an off white and coordinate the blues. Not a fan of pics in a bathroom but medallion-type wall décor or signs, and nice soap dispenser, hand cream and tissues always help. Making it easy to clean and keeping it that way is always a winner.

If there is trim around the door paint it bright white and paint the walls off white. Make sure the grout and every other surface is sparking clean. You might need to add some lighting. Use bright neutral bulbs, 3000K. Very cool color fluorescents are depressing, in my opinion.
I don't think you need anything on the walls. It would look out of place unless it was in some way related to the company.
Paint the block a light grey like Sherwin Williams Light French Gray. It will blend with the blue. Trim in bright white like Rustoleum Brilliant Enamel Paint. Then add some small decor items. Keep it stocked with a few nice hand soaps and lotions like Bath & Body Works.
How about asking the ladies to nominate 1 person to decorate it after painting? Then you could give her a small budget. It wouldn't take much to decorate.
On the back of the door, put a cute little sign that says something like "Thanks for being wonderful employees".
