In my city, dogs are not allowed off leash unless they are in a fenced yard. If they are just dogs running around, speak to the owners. In my neighborhood many people take their dogs for walks at least twice a day and not once has anyone left a pile in our yard, or anyone else's that I know of. We have had many of those dogs urinating on our lawn and boulevard without any damage so far in the past almost five years. There aren't many that don't have dogs, and even they have not complained about dogs unless they are constantly loose. If the dogs are on leash, just have a calm conversation with them about picking up their dogs pooh in a bag or one of the poop bags you can get in the pet departments on a roll to carry in their pocket or on the dogs leash, that is what we dog. Most pet owners are good about cleaning up after their dogs when they pooh in others yards, if not, speak with them. You can also see what your city ordinances are for pets outside of their owners property, you never know, there may be something in there about cleaning up after their pets.
Put a sign on your front lawn. Might work.
