Try several applications of a lemon lime cola and blot between each one. There are commercial products for this as well. My aunt had numerous pets and she always used a mix of lemon juice baking soda and water , can substitute vinegar for lemon but the odor is a problem. Make sure what ever you use to rinse well.
First if it is a throw rug , blot any excess off , then use an enzyme spray cleaner , found at any pet store , this will " eat " natural substances like urine , feces , vomit , blood ... Try to let air get to both sides , if possible. Fresh air and sunshine will help , as well , just lift it off the ground ! If it is a wall to wall carpet , blot up excess and use the enzyme cleaner . The odor is the hardest to deal with. I have taken care of the horrible cat urine smell for years with sprays of vinegar. Test a spot to make sure it won't affect the color or texture of the carpet before treating, I have actually never had a problem with it, but it is best to test anyway. I use a spray bottle with full strength vinegar and saturate the area so that it can get down through everything like the urine does. Let it dry, then give it the sniff test to make sure you got all of it, sometimes it is amazing how far out it can absorb. Repeat as necessary to make sure you get it all. Even the solutions you can get at the stores don't do it all and it needs to be repeated. Vinegar is just a lot cheaper and can be used for so many other things. It will also clean up any bacteria or even the mold/mildew that may show up from the dampness (kills the spores).

I've had good luck with white vinegar. Mix it half and half with water, let it sit, blot, and repeat. I have cats, so this was a God send when I had a house full of kittens.
