Bins or baskets, if you have the ability and space to use them. Group like items together. Keep a list of what you have in stock so that you will use them as well as what you need to purchase. If you have deep shelves, "steps" for canned items so that you can see the ones in the back.
I would get some bins/baskets and label them! Here is what we did in our pantry and the nursery so you can get some organization tips: https://www.aratariathome.com/blog/best-nursery-organization-tips

First Debby I would figure if the pantry was for food only, kitchen products only or both. Then for food, very simple: soups in one area, vegetables one area, gravies in one spot. We just got a new pantry and it is 12 inches deep x 36 inches wide. I now keep my bread and muffins and peanut butters and so on on one shelf. My soups, sauces and so on on another shelf. Vegetables, gravys and such on one and in marked baskets are my packets of dry gravy mixes, seasoning mixes for my slow cooker and oven cooking. I have a ton of water flavorings which I keep in a plastic shoe box and another small container on top of that one. Just be sure all your baskets and containers are clearly marked or tagged. I found nice gift tags on a string are perfect for my baskets. There are so many things out there now to help you organize your cabinets, pantries and closets it's crazy. Ikea is obe of the best to start looking in. Good luck.
