Maybe at an antique shop, as baleen is from whales (they're still banned from global fishing) so they will be difficult to find.
there are soooo many types of knitting needles available why the Baleen? Whaling fleets killed an estimated 1 million sperm whales between the 18th and 20th centuries, and hundreds of thousands of almost every type of baleen whale. After exhausting popular oil-producing baleen species such as bowhead, gray, humpback and right whales, whalers turned to leaner, less valuable alternatives such as sei and minke whales. Although commercial whaling was banned in 1986 by the International Whaling Commission (IWC), sei and minke are still heavily targeted slaughtered by Japan, Norway and Iceland, which dodge or defy the IWC moratorium.Recovery of whale populations from historic overexploitation has been patchy and incomplete. While some populations and species show encouraging signs of recovery, others show almost no signs of improvement despite a complete ban (e.g. ‘the moratorium’) on commercial whaling having been in place for almost 25 years.
Whales have a very slow reproductive rate with adult females giving birth to one calf every few years.just google them they are readily available
Have you tried using bamboo or those specialty wooden ones? Depending on the knitting size you require and length, they maybe similar, thinner (smaller) sizes maybe too pliable and tend to warp. Find a local knitting supply store and the staff should be able to help you find something to fit your needs.
NO NO NO! The baleen I am referring to is a form of plastic. The knitting needle ends are shaped the same way as the old, real ones.
THEY HAVE NOTHING TO DO WITH REAL WHALES! I'M SORRY FOR THE MISUNDERSTANDING.

Joyce, I am looking for them too!
