Looks like Hydrangea to me (leaves, blooms, picture not real clear) here's care https://plantaddicts.com/hydrangea-care/ click on right side of site for complete info. Looks like it's doing just fine where it is. Different types of hydrangeas need to be pruned using different methods. To determine what method to use, read the more in-depth article. It is important to prune the correct way, so you do not cause the shrub to have less blooms. Mophead hydrangeas do not ever need to be pruned. You only need to remove dead branches.
That's a hydrangea.
Thats a hydrangea
clerodendrum
Take a sample to a local nursery.
The type of soil changes its color. From pink to blue and in between.

If you want a true ID, take a closer up picture of the leaves and the flowers and this picture to a local greenhouse, not big box store and they will be able to give you the information on what it is and how to care for it, feed it, etc.
Starburst Clerodendrum. It is not a Hydrangea. If you go on line you can find out how to care for one. I have 5 of them shaped into a tree form. They are beautiful when in bloom.
