Hi Sam. For a terracotta pot to fit over anything, the hole in the bottom would have to be made bigger. A plastic pot would be much easier to work with because plastic is easy to cut. I have cut a plastic pot so that I could fit it around our mailbox post. I made one cut all the way down to the bottom. Then I cut a hole in the bottom big enough for the mailbox post. After I put it around the post, I put duct tape on the inside on top of the seam. Then it's time for dirt and plants. I planted flowers and ivy so that they would grow up and around the post. I was very happy with result.
Terracotta pot are very fragile so I will advise to try to find a way to fit the post ( so all the way around actually) if you are trying to change the terracotta it could indeed easily break it
