Depends on how much, the tree. How old. Call or visit your local nursery to get more information for your area and project. They are better equipped to answer.
depends on what kind of tree it is?if you are cutting the big main roots,how much you are cutting?are they surface roots(some trees have shallow root systems and tree may not stand up to winds if surface roots are removed)? or are you digging and need to cut some where you are trying to dig? what are you trying to do?
