Does it connect in any way to roof or something on roof? Size of pipe looks kind of like the ground used for lightning rod. But grounds are supposed to be driven into ground up to the top. Why does shadow show another piece of pipe attached?

If it's not connected to anything in the ground, I would think it's some type of home made plant holder like a shepherd's hook.

It's a stretch but did the home ever have natural gas? At one time meters were outside but I think it's too tall for that. The meters were usually closer to the ground.
How about a hose rack?
I agree. Looks like a hose rack. Have you tried digging around it or removing one of the top caps? Looks weird to be any kind of plumbing for anything.
Homemade hose rack?
It is an outside gas line extention for outdoor use for things such as outdoor permanent grill...
The spigot is right by it, so I wonder if they made that to hold the hose.
