Can apply over tiles if its an even floor
You could go right over them unless there in realy bad condition coming up cracking then you would need to put up a sub floor sown with ply wood

You can't place Saltillo tiles over vinyl. They will fail in the short term. You need a proper subfloor to adhere the tiles. If you want them, do it the right way and at least hire the demolition part out. Also consider height difference. Will create a tripping hazard and doors may need to be cut down. Think this through before proceeding. Don't want you to waste your money and end up with an expensive mess to repair.
