Hi ! If you want to keep the chairs as is . You can just send down the the wood parts and re stain them , or you can buy a product like rejuvenate to clean and polish the wood . You can also paint the wood without sanding first , if you use chalk paint . You can paint it an ivory color and give it a shabby chic look . Good luck !
I've seen tutorials on resurfacing vinyl, and it seems pretty complicated to me - but if you really want to save the original coverings, you might want to try something like I found on wikihow: https://www.wikihow.com/Restore-Vinyl. Otherwise, I'd use some chalk paint on the frames, and recover in your choice of print with coordinating pillows to give it a pop of color! There are just so many possibilities - you could go with a fun retro/paisley print, a durable denim, luscious velvet or even a simple (yet stylish) linen-type look. Whatever you do, have FUN and please share your results with us!
You may just need to clean the vinyl. Or simple slip cover
They have spray paint made specifically for vinyl so you could tape off the wood and spray paint the chairs.

The slip cover solution is unsuitable. It will be difficult to get the covers to stay in place over this slippery vinyl without a great number of ties, which would then alter the present vintage look.
