There are several reason for this, Bonnie. Here's a link explaining them:

Your rose is needing some nutrition. Water at the base only. Feed it Rose bush Miracle Gro (made esp. for roses) in the spring, then feed it banana peels all summer to keep it blooming. (they like the potassium in banana peels or puree them if you have concerns about rodents). Mine bloom heartily all summer and that is all I do. People stop and tell me how much they enjoy all my roses. Here are a couple photos of them. My bushes stay covered like this all year long. Be sure your roses receive direct sunshine all day or nearly all day.

Hi Bonnie. My recommendation for healthy roses is to mix 3 tablespoons of Apple Cider Vinegar with 4 liters of water. Gently pour this solution on the soil, not the flowers. Roses also like used coffee grounds. Good luck Bonnie.
