The best remedy for this one is to spray it with spray suitable for fungal diseases on roses. And ensure to keep your rose hydrated by deep watering every 3-5 days compared to light sprinklings of water. And also feed it during spring, summer and autumn with a specially blended rose fertilizer.

Some yellowing of rose leaves is normal on the bush. Could you be getting the leaves wet when they are in the sun? Are they getting wet in the dark and staying wet? I've found spraying pretty much everybody in the garden with Neem Oil is helpful. You can find it in nurseries, Home Depot, and cheaper online. Dilute as instructed and use a hand pump to spray affected plants. It takes care of powdery mildew (which your rose might be developing), pests such as aphids (they love roses!), and other fungal diseases of plants.

Often yellowing leaves on plants is a sign of over watering. In roses, that too could be the problem as well as perhaps a lack of iron in the soil. Roses don't take a great deal of water.
