This back door is in an old mobile home that is now between the home and the lanai. Can't replace door as it is custom size.
Remove paint and use a wire brush to remove the rust. You might want to use a drill with a wire brush attachment. If it's extensive, it may need to be replaced. Once all rust is taken care of, seal with a good primer and paint with a rust inhibiting paint. You probably need to see if there's something you can do to prevent rain and moisture, especially if water is sitting on it.
scrape the rust completely off. Paint with Rustoleum at least 2 coats. Refresh as needed.
First, remove the rust with a wire brush. If you have a drill, get a wire brush attachment.
Once the loose debris is removed, use a rust reformer spray. This bonds to the rusty surface to make it a paintable surface.
Then, Paint the surface and the rust won't come back.

A metal treatment that, when applied to rusted surfaces, causes iron oxide (rust) to chemically change to iron phosphate—an inert, hard substance that appears black. Once dry, the treated surface can be overcoated with whatever paint system is desired. (Best results have been achieved with oil-base primers and topcoats. Test a trial sample before overcoating with epoxy or latex-based paint.) Application does not require the removal of light rust, however loose paint, rust scale, dirt, oil, grease and other accumulations should be removed first with a wire brush.

Every answer above will help, but I would like to add that you need to protect yourself as you work this issue. Wire brushes, drill attachments and chemicals can send tiny bits of metal debris flying. Wear safety goggles (not just prescription glasses if you wear them), a simple particle mask and gloves. If you do this while you work on your project, both you and the window ledge will be all the better for it.
