It is hard to see what is going on,in the photo. Are the leave a,sticky? If so, it might be aphids. You might try putting a little dish soap on a damp cloth and simply wipe the leaves off.
Get a sprayer that fits on your hose...makes things so much easier.
Fill sprayer about 1/3 to 1/2 full of dish washing liquid an spray well...make sure you spray upward from the underside. When you see bubbles lessen, stop.
To keep misquotes out of your yard, fill sprayer 1/2 full with lemon scented ammonia and 1/2 lemon scented dish washing soap.
The cheap kind from dollar store works. Spray until bubbles stop, refill and continue to spray.
Spray bushes, up under bushes, lawn, on top of house to run down into gutters. spray once a week for about 3 weeks, then once a month. THEY WILL BE GONE!

More water, add mulch.
Seven is for bugs, you have a fugus because of the moisture. Use a fungicide. Make sure you wear long sleeves a hat or scarf goggles and gloves when spraying.
