you can follow a lot of ideas, and i imagine they are good ones, but i’m willing to bet you will never be happy or satisfied..linoleum has a flex and any paint you put on top, with or without primer will crack eventually,...
I agree that overall, you won't be thrilled with the floor after a short time period. Be cautious though if you remove it as older lino contains asbestos. If you do choose to paint, you'll need to thoroughly clean the floor and then use a deglosser so the paint will stick.
Yes, you need to prime and use an excellent product! I recommend Sherwin Williams paint stores for expert advice on what paints to use. I've found their paints to be far superior to others especially for a specialty project such as yours.
Use primer and paint intended for floors as well as sealer.
