This works for moles and will probably work for groundhogs: https://www.craftylittlegnome.com/get-rid-moles-dawn-soap/
I had a neighbor that saw groundhogs going over my short chicken wire fence into my veggie garden. They ate a lot of fresh veggies and put the discards and leftovers in the empty lot next to my house. They continued to do this for a month and they never came back ever and started eating the weeds that grew there. Perhaps something like that would work for you, to redirect where they are going away from your yard. Make sure there isn't anywhere like a shed they can borrow under to raise their young or they will never leave. Our neighbor has a shed that they live under, but she really doesn't have plants in her back yard they would like, so they don't cause her a problem and our four dogs make sure they never come into our yard.
