Of course it does, paint will always peel on concrete no matter where you live. The easiest would be to power wash off the existing paint. Clean then stain the concrete. It will fade over time, yet easy to refresh when needed.
Clean thr paint off and try staining it! You can easily create a tile look which fools the eye. I found most inspiration on Pinterest or here!
