Get a bucket of water and add a dash of Dawn dish soap, some Borax, vinegar and baking soda. Wash from the top down, wiping up drips. Rinse well in clear water and repeat until clean. The walls do need painting once you're finished.
I wash my walls regularly with a vinegar water solution. Works like magic.
To really get in there, use a small brush. Old toothbrushes work great - or even old paintbrushes. It's amazing how much a small bit of dirt will pop out to the eye. A brush will get what you can't reach with a rag or sponge.
Blue Dawn and warm water with a microfiber cloth should clean it up. You might need to scrub, Jan's toothbrush idea is good but make sure it's stiff enough to scrub in the cracks.
I've found Mr Clean magic eraser to be amazing at cleaning walls and baseboards. Test it in a small area and avoid scrubbing too hard. Use a clean, wet cloth to go over the areas once you're done.
Dawn, vinegar and water in a spray bottle will clean the walls nicely.
