I would suggest spray paint, I’m not seeing the photos of your item here but I’ve seen some excellent vintage metal stepstools done with Rust-Oleum spray paints. I did my Cosco step stool with a metallic hammered finish years ago.

Does it need to be repaired or just sanded and painted?
I’d sand down any peeling paint and then use spray paint and a good sealer. GOod luck!
Wire brush any loose paint and use Rustoleum paint.
Clean, sand, paint and seal. But this time, why not pick a modern color, like hammered copper, sea blue, or neon orange. The best spray paint I know these days is Rustoleum 2X. It paints on plastic, metal, and lots of other surfaces. I’d give it three Light coats or two plus a couple of coats of polyurethane, my favorite sealer. If you have time to stencil or draw some flowers or cartoon faces, even better. And remember, a stool is not just a stool. It is a plant stand, a china cabinet, a pet feeder, or one of 1000 other things you might really need. Best wishes! Jewell
You can clean it up and seal it if you want to keep it vintage. If you don't, then spray paint with RustOleum.
