You will need a building permit first, before construction begins. I think a photograph would help, along with information about the garage, floor, walls, access to electric etc?

You need to insulate and vapour barrier if it is not done already. Once that is done you can install drywall or lumber to the interior.
Our family room used to be the garage. We put a fireplace at one end, paneled the walls after insulating them, (paneling has since been painted) under layment on the floor and then carpeting. Double windows where the garage door was and double windows on the side where the single window was in the garage. For the ceiling we put up sheet rock and painted it white and put fake beams across the ceiling but this is not necessary. We put crown molding around the perimeter of the room. There are two steps going down to this room from the kitchen and the living room.
