How can I get rid of dog urine order in carpet pad?

See if you can rent or borrow a 'carpet kicker'. You can buy them, but it might not be worth it off you're only doing a hallway. They give you the ability to 'push' the carpet, stretching it out to grab the nailing strips underneath and pulling the loose wrinkles out.
It may take some practice, but without replacing the carpet, this is your best bet.
I believe you will need to get a device to push it back to the wall.
And the rooms must be free and clear of any furniture, so expect a process.
