Scratch the surface, put down some good top soil and then reseed, Rake in lightly and keep watered, even if you have to do it by hand with the hose.
You have to kill the grubs first. Go to your local nursery to get what you need.
There is a product that you spread on your lawn in the spring that kills grubs....check with your local nursery.
