Can you just buy a used file cabinet. They are like $10 at Goodwill. And make a shelf out of the drawes?
Generally filing cabinet drawers when removed from the cabinet shell, are heavy and quite imbalanced due to the drawer front. I would think it would be a challenge to get one to stay attached securely to a wall.
