I would use styrofoam or some light material and wrap it with fabric then glue with a good gorilla glue or E6000. Then hang the valance above or at the top of the window frame with hangers from home improvement. OR for a rod valance, use material such as sheets that are already hemmed and put a rod through the hem to have a fringe on top. Use one that is twice as long as the window for proper ruffling. (you may need to use the top of a single, double or queen sheet and cut off the rest) Use fabric glue to fold, press, then glue a hem onto it.
I have used cloth napkins hung over the curtain rod. Used them with the corner down so the points looked sort of neat. You could take any cloth, cut it the size you want and drape it over the curtain rod.
You could use fabric glue to hold the seams down. Depending on how long you want them you will require a rod pocket at the top and a small hem at the bottom and sides. Before cutting be sure you have the correct measurements. Allow an inch or so for the very top over the rod pocket.
