Hi Topaz, gently sand the areas that are peeling, and fill with filler, clean them then prime and paint, you can skip priming if you use chalk paint,

You could try to re-stick it down using a pallet knife and a suitable glue from the DIY store. Ask there for advice. After sticking - place a weight on top to hold it down for 24 hrs or so.
Use a contact glue and glue them back down. If they are to back, you may have to paint them
It sounds like you may need to sand or strip the cabinets before you paint them.
