IF IT IS TO STAY OUT ALL YEAR, i WOULD USE EITHER A COLOURED WOOD PRESERVATIVE (LOTS OF COLOURS - PASTELS TOO) OR GLOSS PAINT OVER PRIMER AND UNDERCOAT. bEST WISHES
Wash down with TSP. Sand off sheen. Prime with oil based primer. Lightly sand again with 220 grit. Paint 2 coats of oil based paint.
Use an oil based primer and exterior paint like you would for a door.
An alternative to painting is a coloured wood stain like Unicorn spit stain and glaze. They have so great colours.
