Tamanie: dig up "old" dirt. Replace with a GOOD quality soil and try planting again.
Tide??? All you did was contaminate the soil, nothing will grow there until it is remediated. Whoever suggested that to you was mistaken. Here is how to repair.

Shop up soil, add some garden soil, sow seed cover with garden soil and keep watered.
If you can get bagged sheep or cow manure, use this instead of the top soil. They are usually about the same price. It has nutrients in it and when you seed and rake in new grass seed it will germinate faster and be healthier. Usually brown areas have been depleted from nutrients and so this should help fix two things, bare spot and good growth..
I would get out there with a pitchfork and shovel and break up all those bald patches while simultaneously adding good black dirt and seed.
