Here is a tutorial with several ideas.
Sprinkle cayenne pepper or chili powder around. Of sniff and they'll remember. May need to reapply.
Dog's will make a wide berth from cayenne pepper, garlic sprays, rotten egg smells (Deer Away liquid) and strong essential oil citrus scents (requires re-application after rains).
Dog's also avoid Ruta Graveolens plants or essential oil of Rue, sprayed on your yard's perimeter.
If you videotape the dog's actions and follow with a video of dog and owner, you can call your code officer to follow up. This is a health issue for which most communities have very little tolerance.
Have you talked to your neighbor about the issue? I'd be mortified if my dog was doing his duty elsewhere.
