Beautiful pieces. Yes, the veneer needs to be fixed.
These are veneer and don't take sanding well so chalk paint is the best way to go.
If you want a really beautiful finish, paint them a lighter color and add some darker wax. It makes the features stand out.

I would get wood filler or Bondo to even out the surface. I would then prime with a good stain blocking, gripping primer. Lightly sand, then paint whatever color you want. Gray is in so that might work. If you use a paint sprayer there will be no brush marks. Otherwise you a good mohair roller. to Clean up the hardware, boil some water and let them sit for a few hours. If they are brass, use Brasso cleaner. If not I would spray them oil rubbed bronze or a stainless steel look.
Also take off the flaking pieces and Bondo that area then sand down to make it even.
