Depends on what type of flooring you intend to put down. Let that be your guide! Always follow manufacturers recommendations to keep an warranty in tact.
I sealed my concrete floor with Thompson's Water Seal. Then I applied the foam sheets (taping seams). I added bamboo flooring over that. The type of subfloor you add will depend on how mush room height you have available and the level of adjacent spaces.

Is it a basement? If it has potential to get wet then doing a plastic dimple floor first is ideal.
