They shouldnt, but to be sure use LED lights then you should have no worries. I still have strings of lights from the 50's and 60's (they work better than the new lights) and I know I would not use those, but all the newer lights you should be just fine.
LED Christmas lights don't get hot to touch so are great for using in decorations but as Naomie said I'd avoid any of the older style lights :)
New LED Christmas lights are safe to wrap around your pool noodles. They do not get hot, so will not burn or melt the noodles.
Lynn....LEDs probably don't get as hot as the old Christmas lights and believe they will work well.

How to Make a DIY Ornament Wreath in a Few Simple Steps
Do not use the old fashioned C7 or C10 bulbs. You can use the LED lights because they do not get hot.
LED light would be best because they are cooler.
Best bet is LED light on a string.
The newer, smaller bright lights should work okay. You might consider just laying the lights in a close pattern along the sides and top of the noodle and adhering with a good glue such as E-6000. You'll have more lights on the surfaces that are seen.
