Can you build some shelves to store your things on the wall?

If the decorations can be carefully placed in similarly sized square or rectangular boxes, you will maximize space. Remember to cushion fragile pieces. Label each box with contents, or take a photo and attach to exterior of box.

As for your clothes, try hanging multiple items on one hanger (suit jacket, blouse, vest, and skirt together, multiple pairs of slacks on heavy duty hangers, etc.

Shoes in see thru boxes stack more easily. Keep the current season's shoes readily available.

Get containers for your Mom's decorations that will fit under your bed. If needed, get bed risers that will create a 12"H area. You might be able to get some of the apartment stuff under the bed, also.

Additionally, you can always buy a shelf unit for your bedroom and store boxes of the apartment stuff on this. Get one that's easy to break down for the next move, like this one. It won't look great, but it gets stuff packed up, organized and off the floor. You can always sew a cover to keep the dust off and hide it if you like.

Then just work on the closet using the usual methods. If you want ideas on the closet you would need to send a photo of what you're working with.

Decluttering any space comes down to everything you have must have a home. There are many creative solutions out there such as wall storage, ceiling storage, under the bed storage, etc..

First pack all the christmas things in clear plastic storage boxes of the same size. These can then be stacked and a curtain or Screen put around them. Use More of the storage boxes to put clothes that don't need hanging up into eg: Jumpers, Trousers, etc. Put away all last seasons clothes in them and mark them up. That should free up the closet a bit. Put them under the bed maybe or cover with a cloth and use as a table. Hang scarves on back of door along with hats and gloves maybe.
