why do you want to do this? What effect are you trying to achieve? Mod Podge is just a more expensive paste than Elmers. It is just putting glue on your desk.
If you are putting keepsakes on the top of your desk, you can do this with mod podge but you will have to seal with some kind of acrylic.
Apply mod podge glue, apply the image or paper and smooth as you go. Then apply another coat of mod podge on top while it's wet. For a desk, I would add 2-3 coats of polycrylic after it dries to protect the surface.

There are different kinds of Mod Podge, too, such as gloss, matte, glitter, outdoor, satin, etc. Just some more options!! I just apply it with a sponge brush, let it dry and then apply another coat.
