the house i am staying in has been paint with PVA white paint i would like to paint again because i can not wash the walls it become ugly.

You can ask at your local hardware store what they would recommend for you to paint over the PVA paint.

Hi Alida, PVA paint is water based so you shouldn't have any problems painting over them with other water based paints (most interior paints are water based) or enamel (oil based paints)

I should imagine you use the same PVA paint that was used the first time. Ask at a Paint Shop as I have never had to solve that problem before.
Matt paint is not good for wall washing, select a satin finish of a water-based latex with a buildin primer.... like Behr or Valspar from your home store.
I believe PVA is just a primer they use over drywall so you should be able to paint over it with standard interior latex paint.
Any good quality latex paint should be fine. If it is really dingy, I would use Kilz or another sealer first.
