Did asphalt get splashed on an exterior wall? Kerosene or gasoline might help to remove it, but be very careful as both are extremely flammable. Soak the area with a well soaked kerosene or gasoline cloth and remove, repeat until asphalt is all removed.
More information would be helpful. My first try for any mark or splash on a wall is a damp magic eraser.

Scrape off as much as you can. Bug and tar remover from auto parts store. Carburetor cleaner from auto parts store. Mineral Spirits. WD40.
Any degreaser from your hardware store will do
I would remove tile and install a new one
