I've always used Klean Strip with steel wool. It's not exactly an easy project (it takes a lot of elbow grease) but the results are definitely worth it! I hope this helps!
I recommend Citristrip. I use it all the time and you can use it indoors.
Hi Teresa, just a heads up when you are using paint stripper be sure to use eye protection and gloves. Read the instructions because it’s a very strong product!
My guess is that it has more than one coat of paint since you don't find too many built-in hutches any more. Your best bet might be a chemical stripper that can get through multiple coats of paint. Make sure you wear protection because getting any of it on your skin will burn.

Paint stripper is likely the best way. Make sure you do this in warm weather so you can open windows for ventilation. It will be messy so plan accordingly.
