If your sink currently open under it, like a pedestal sink? If so, you would either have to have someone build a cabinet around the pedestal or you would drape it off to be able to put stuff under it.

It depends on the type of sink but you basically building a box. If you monitor Lowes & Home Depot, they run vanities very cheap and it might be easier and less expensive than building.
Since our house is so old we have just a wall hung sink in our bathroom. Rather than build a cabinet for under or around it, I made a skirt and my husband built two cabinets for either side of the sink. One is for him and one is for me. I bought single large tiles as the tops and this has served us well for years, but we had the space for the cabinets.
You could also modify a piece of existing furniture (nightstand or small dresser).
