Hi Bonnie, an under the rug pad might help, they're made of rubber and cling to help keep rugs in place. You can pick them up online on Amazon or probably even at Walmart.

Better than the rug pad, I use the carpet-to-carpet tape to stick down my elderly and disabled clients area rugs and runners. I apply it to the back of the area rug first, then pull off the other side of the plastic and use my feet to stomp it down. I've had great success with the webbed material designed for slip resistance. I adhere to the area rug then let it "grab" the flooring beneath. Velcro might also work.
Yes the “scrim” coated backing on-a-roll works very well. You can tack it to the back of the rug with a whip stitch.

You will have to either spray the underside of the rug or use a Rug Gripper or Velcro......It moves with the pile....!
