Be really cautious - wallpaper is not nearly as durable as traditional flooring.

I agree also. Wallpaper is not as strong enough. Won't hold up well to daily use. Some Hometalkers have used Contact paper on floors and doing well.
I would not. it will tear and get ruined.
I have seen people use paper bags on their floors and they've held up really, really well. They used many, many coats of polyurethane over it, like you would on a traditional wood floor, to protect it. Of course, unlike a wood floor, it you dent or chip it, by dropping a can, etc., the underlayment will show.
You can seal it with polyurethane. The technique would be the same as using paper bags to make a floor covering.
Dip the foam pad into the polyurethane, blot out the excess, and apply it with similar motions. After drying, apply as many additional coats as recommended by your brand of polyurethane. To give your paper bag floor a show-room ready look, sand the surface after the first and before the last coat.
You would need several coats or it won't last very long at all.
The floor would have to be clean and smooth before you lay the paper.
Polyurethane would be your best friend. Also are you open to a bit of a distressed feel? It may be hard to aim for perfection here.
As someone who has done wallpapering for 50 years, that sounds like a really bad idea if you plan on using the room.
