How can a metal patio chair that had plastic or rubber straps for the seating and back be restored? The chair's straps were attached to the metal frame?

You can purchase the webbing and replace by attaching and inter weaving, like a basket. I did it when I was a teenager on some of my parents' chairs. We got the material at Ace Hardware. I'm sure you can find replacements now.
The frames aren’t broken, correct?
If they are, JB Weld makes some excellent products for fixing the frames.
Of course, the broken joints will need to be cleaned up and devoid of rust (steel) or corrosion (aluminum).
You can buy replacement webbing at Home Depot, Lowe's, and Menard's.
I would try to use tie dye drop cloth for that repair
You could go to Home Depot they sell chair strap replacements or go on eBay and find them I have seen them if your handy you could make your own with canvas and sew them in strips and apply with screws on the ends fold 2 times then put a washer and screw to hold it on the chair
Personally I would put a solid piece for the seat onto it then cover with foam and Sunbrella fabric
Drop cloth is not sufficient thickness or density to be used as a fabric for patio chair seats. The ends will soon pull out of/away from the screw points that anchor it to the frame, merely because the fabric frays so easily, and does not hold up well under abrasion.

You could buy some more rubber strapping or chair webbing from an Upholsterer or Craft shop. They might also be able to supply you with the means to fix them too.
